You raise a great question. Personally, I think it begins with the posture of hearts of our church family. If there is a heart for reaching people with the Good News then the members of your church are most likely already connecting with friends, neighbors, relatives, co-workers and members of the church family and understanding and meeting the needs of the community. In like manner, if people are living insular lives, then they may not be aware aside from headlines, news, etc. People often times echo needs from a National Platform as contrasted with articulating local needs.
As the needs are defined then two things happen:
1) the bridge for meeting felt needs can be constructed, via message( you are not alone, we share in these challenges, etc), intentional ( assisting others with specific needs), relevant actions are implemented to address community needs, and the message of God's love and the Hope in His Son is integrated
2) Metrics are defined in both quantitative and qualitative ways...i.e.
In what ways are we seeing felt needs being addressed...? How does that compare with the ways and methods we have attempted before both quantitatively and quantitatively.
How many people are signing up and engaging in service to assist others regarding felt community needs?
Are we seeing any lift in terms of # of small groups forming, number of people participating in small groups, church attendance, church membership, and reported decisions for Christ, Baptisms, etc...
